The placement of seafarers may not be carried out for profit by any person, company or establishment.
No placement operation may give rise to the payment of any direct or indirect remuneration whatsoever to any company or establishment.
Each Member State shall ensure that an efficient system is organized and maintained to meet the needs of free placement offices for seafarers.
This system may be organized and maintained:
- Either by associations representing shipowners and seafarers acting jointly under the supervision of the competent maritime authority;
- Or in the absence of such combined action by the competent maritime authority.
The managers of these offices must have practical maritime experience. Where various types of employment offices coexist, coordination measures must be taken at the level of each Member State.
